I think Piccolo is stronger, and so do alot of other people. But the scanlated manga I am reading has this

Goku:"Is he really that strong Piccolo?"

Piccolo:"Yes, the difference between us is too great"

Piccolo would easily win. The only thing he said was "that he had a chi of an higher being", never a reference to him being strong.

Other Kaioshins? Shin stated he was weakest of all of the main Kaioshins, and he's not all that strong to begin with.

I'd be surprised if Supreme Kai's powerlevel was any higher than the low millions. Piccolo could crush him with ease.

Piccolo wins Supreme Kai was just a higher being and Piccolo had respect for him. Plus he thought he was the Grand Kai but he turned out to be the Supreme Kai. Plus Krillin wasn't impressed by Supreme Kai or Kabito's power when Goku said they were strong. So really Piccolo crushes the Supreme Kai easily. If he was truly stronger than everyone wouldn't have been so surprised that Piccolo forfeited.
