I would say he is about as strong as Android 16.

Since he definatly much stronger that Freeza, but I do not think he could beat Perfect or even 2nd Stage Cell.

Well base Gohan could lift the z-sword, and Kabito couldn't. And I think Semi-Perfect Cell is stronger than base Gohan(buu saga). So I think Cell would easily win.
