I'd say Goku because, of my SSJ multipliers and stuff but Super 13 would give him some trouble.

Were talking about Super 13 here.

It all comes down to your SSJ multiplier I guess.

If you use a 20x MSSJ Multiplier, then you can afford to have Base Goku weaker than Super 13, but if you are like me and use a 15x MSSJ Multiplier then Goku has to be stronger.
