At the end of volume 17 (or the end of Dragon Ball Z volume 1, if you will). I still don't think that is sufficient evidence to end the debate, however.

Alright, then going by this new theory, could Goten and Trunks have potentially as much, or more power than Gohan?

No, but in a fictional universe we can't presume something unless it's stated. Goten and Trunks are never shown to be WTFOMFG like Gohan was.

Even so, presumptions have no place here. There's no indication of them having latent power to the extent of Gohan, so therefore they do not have it.
