I think Goku would win. USSj Cell would be too slow catch Goku.The battle would go like this. Power wise, Cell is stronger. Speed wise, Goku is faster. |

Edited title and will move it.
Well, I'd place Complete Seru (Full-Power) ahead of even Buu Arc MSSj Gokuu so with the with the speed decrease from "buffing up" I wouldn't have him that much slower than Buu Arc MSSj Gokuu.

I think MSSJ Goku would win as well. As mentioned: the speed would be an important factor, and slow would not have any kind of speed capable of doing anything.

I'd have to go with Goku considering his speed edge and plus if he could get a good clean shot of his Kamehameha on Cell, he would be aware Cell could regenerate and then he'd kill him while he could. At least that's what I think.

Cell would squash him like a bug.
When you're about 5 times faster than someone to begin with, then you cut your speed in half, you're STILL 2.5 times faster than him. Goku has no chance but to pray that Gohan turns Super Saiyan 2 and saves him. Buu saga Goku would fare a lot better. He might be able to win. But Cell Games Goku is nobody. |

Cell. He was so strong that he started leaving craters, and SS2 Gohan was powerful enough to bust a crater into his head with sheer whim, only being left with a bloody front because of the fight before, and as an expression of ire. The aura input in the Boo Saga Arc MSSj's doesn't surpass Cell's full power aura intensity (very fierce) by much of an ample length, if any.
