I rarely use those numbers as absolutes, but rather for comparison purposes, and having him closer to 21,000 has him at a far more significant advantage.

We definitely know Dodoria & Zarbon are very close in power; it just isn't specified on how close they are. Zarbon was real surprised to find out that Vegeta disposed of Dodoria, and this was after he knew his power level. I would say Dodoria is about 20,800 for his maximum, and Zarbon would likely be around 22,000.

It depends on how far apart in power you consider Dodoria and Zarbon. Personally, I don't think Zarbon can be past 21,000 because there's a 12.5% difference there with Vegeta and any lower wouldn't seem right. Zarbon at 22,000 would be too much. There's only an 8.4% difference.

If anything, Vegeta [24,000] would at least be 1.2x Dodoria's power. So that being the case, Dodoria would be at about 20,000.

The only way then that a combined Cui and Raditz could beat Dodoria is by using tactics and wits, because they're actually close enough in power to where stunts like that actually make a big difference. And I do believe that Raditz is a better tactician and fighter than Dodoria, so if Raditz was the one wielding all the power, than I would go so far as to bet money on Raditz winning.

In a fight even if it's a handicap the stronger one can easily take care of the other two if one of them is weak enough to die in one blow and the other isn't strong enough to help the other
