Popo, I guess.
Popo is like 1,33x stronger than Chibi Goku (post Water). Muten Roshi is at least at 139 in 22nd Budokai. Letīs say Chibi Goku in 22nd Budokai is... 148. So, Piccolo canīt be weaker than 177 (old). Letīs say he is at 190 range when he recover his youth. Goku post-water = Piccolo, so, Goku is 190 too. 190 * 1,33= 252 Tien (start of DBZ) = 250 At end of DB he is weaker than 250. So, I give it to Popo. |

I would say Popo is stronger by a little.
Since Popo is weaker then Kami and everyone who trained with Kami surpased him, at the end. So I would say Kami is in the 500-1,000 range and Mr. Popo at the 300-500 range. Also since I know someone will think this, Popo blocking Goten and Trunks punchs is filler.

ya I am pretty certian he can die if someone killed him, he can just live like forever, and is probobly immune to most or all diseases.
He just like the Kiao's he can only die if someone killed him.

I doubt Popo has a chance. Tien was almost as strong as Goku was (with his training clothes on) after his training with Kami. That puts Tien way, way above Goku when he arrived at the Sanctuary.
And it isn't like Popo was really that much stronger than Goku; he just had honed his senses to be able to feel ki, giving him an advantage. |

Tenshinhan may have been the stronger of the two by the 23rd Budokai, and whilst it only takes application and fervent incentive to devotedly become stronger, even in the human's case (and "brute strength" alone isn't necessarily a reflection of power, especially considering the scientific aspects disregarded in Dragonball... a good thing, in my eyes, as such scrutinizations sort of dampens the fun of it), the catch of the matter is that Tenshinhan cannot sense chi in the way Mr. Popo and a severely holding-back Goku (at that point) could (and at their leisure, at that) - giving Popo an earnest one-up, even if Tenshinhan was stronger.
As for Dragonball power levels, impossible, as has been said beforehand. Plus, that kind of amount of discrepancy between Kami-sama and Mr. Popo's power output is rather undercut, as the gap should be much wider, but... that leads us back to the banal matter of early DB power levels. That we're not able to guage them in a number-for-number relation means that Toriyama-sensei hadn't thought of battle powers, or at least... that sort of measurement, until DBZ.
