I always thought both of those forms lose speed it was just that second grade super saiyan's decrease was just a minimal one.

Vegeta does'nt lose speed in 2nd Grade. Only in 3rd Grade does one lose speed due to excessive amounts of bulk and muscle.

I don't know what's with all the hooplah about having to 'lose speed' in SSj Type 2 (since the speed loss concern should be minimized as it's an augmentation in speed if anything else; the motions are just intensely limited and hindered to sweeping blows since there IS some strain due to all that muscle mass and some effort is put into the tremendous blows with some intensity with pulsating veins, not of one's own volition), but Piccolo; both because of MSSj Goku's rather affable and positive comment and because Piccolo surviving the beatdown received from Cell's Juniors (something SSj Type 2 Vegeta, post 1st-RoSaT couldn't do against quite a suppressed Complete Cell who had a similar battle power by contrast to Cell's Juniors) goes to further the belief of him beating SSj 2nd Grade Vegeta (post 1st-RoSaT) by a notable margin, in my view (and many a select person's).

In the manga, Piccolo fared quite similarly against the Cell jrs as ASSj Vegeta, who was leaps and bounds ahead of pre-RoSaT ASSj Vegeta. I believe there wouldn't really be a contest between the two. Piccolo would take it with ease.

Both of you are confusing manga with anime. In MANGA piccolo wasn't able to catch up with the cell jr, so be 20 or 200% weaker wouldn't matter, he would still be weaker....

To the best light of that renumeration, if that was the case then Kuririn would be able to fight Cell's Juniors to a stand-still. Yes, we know the anime doesn't make for a good template for guaging, as said many a banal post. The elements in the Manga that involve the surviving Piccolo of a beatdown against Cell's Juniors (who wield similar power to that of the most suppressed Complete Cell who SSj Type 2 Vegeta [post-1st RoSaT run] was nailed to the back into unconsciousness by on a caprice, again, to reiterate) is what has him slighting SSj Type 2 Vegeta by a certain amount, in power, by my view (and select other's, to be meticulous).
