True in a sense, but when Gohan gets the chance to fight one alone he is on equal footing, heck he even overpowers them both in a Ki struggle. It's only when they do their teamwork & confuse him. Since he'd be even witrh a single one, he cannot keep up with 2 of them at the same time. Just like in the first fight they have, he acctually has the advantage over 17 & 18 says they need to team up. 17 may not have been using his full power in the first fight, but he was probably at 95% since Gohan still has the advantage in their 2'nd fight over a single one. I mean he was able to block their attacks & hit them & deflect their Ki when they were fighting at Full Power. He's even able to keep stride for a bit when they look at eachother & nod signifying that they're gonna begin using their insync team work to win the day. So IMO, SSJ Gohan=>1 of the Androids
