In the previous chapter when they recognized frieza i think it was tien who states "He's not alone, there's a ki even greater"

Well, lets just say Cold was on the same level as Form 2 Freeza...making him around 1,000,000......the more logical time period for Movie 4 is Post-Vegeta, Pre-Trip To Namek....making Goku's PL 8,000.....if you multiply Goku's PL by 50 (which is a common number people use for the SSJ multiplier), you get 400,000......Now Goku is superior to Slug at this point & yet 400,000 comes no where close to Cold...so Cold wins.
