Well, let's not forget that gohan became very strong only after goku's idea from master their ssj level. Maybe before that it was too hard to gohan to rise his power since he used a lot of energy to transform ans sustain his ssj level.
And of course, there are the plot, lol-

If it's after Goku returned to Earth I'd say Goku should win, probably by using a trick like the Warp Kamehameha. But when Goku first turned SS he was barely at 30% of Android 17 or 18's power, while Mirai Gohan could have possibly been at about 60-70% of their power-otherwise he wouldn't even have bothered to attack them before he had trained more. So Mirai Gohan should win that match.
