Who do you think would win and why?

#17 would indubitably win as #18's power level was described to have been "suppressed" in contrast to his, meaning he was marginally stronger, even if not by a tremendous margin (even though the said difference in power is never truly elucidated upon).

Well, I never heard what SSJ7Legendary said. I also though that #18 was slightly stronger than #17.

When Bejiita first went SSJ he was able to match Jinzoningen Juuhachigou, but the fact that Bejiita's stamina is limmited and Jinzoningen's arent (at least in Juunanagou , Juuhachogou and Juurokugou's case) Bejiita matched her until his stanima run out.

Pikkoro after merging with Kami was stated to be more powerful than Bejiita was, at that time, however he still eqaulled Juunanagou, but would eventely lose because of his stanima limmit.
So basicly it works like this: Juunanagou = Pikkoro (at full power) > SSJ Bejiita (at full power) = Juuhachigou
In other words: Juunanagou > Juuhachigou
It's just the anime that fools you.

At the end of Volume 15, there's a chart on a title page that says itself that #18's power is suppressed in contrast to #17's, and the rest of the history of Dr. Gero, his Cyborgs, and his indelible vendetta against Goku. I recall the image being posted somewhere on either this forum, MFG v3.0, or on the DaizenshuuEX forums, but I don't know where it is (nor do I have a scanner), truth be told.

As for pre-RoSaT Super Saiyan Vegeta being anywhere near #18 in strength? A matter of opinion, rudimentarily. She did state she was holding back against Vegeta (Vegeta saying the same), and each time she subsequently attacked, Vegeta couldn't track her movements, and she never did seem to putting any real effort into the fight. The most Vegeta managed to do was rend some of her clothes off with his Big Bang. #18 managed to break his arm without any effort (a simple kick to the arm - as if she was kicking a twig with utter, utmost blithe), even considering the fact that he was fatigue at that point. At full power, I see #18 as *much* stronger than SSj Vegeta.

But anyway, putting aside all that hooplah, #17 would definitely win in a tussle with #18.
