TOEI pretty much make a hyperbole out of every thing in the Anime. This makes the inclusion of the celestial mini-Saga filler in between the end of the Cell Games and the beginning of the Boo Saga Arc. This also makes the inclusion of overpowering characters.

TOEI amalgamated the ultimate enigma with that aforementioned filler Saga. There has been no prospect of this altercation, nor will there ever be.
