I'd say Kid Buu would win..Yes he can regenerate faster and Gotenks would last 5 minutes in his SSJ3 form..so Kid Buu!

Goku said that in enough time there would be a fighter for Buu to battle that was much stronger than he. When Gotenks first goes to fight Boo, he is beaten badly. When he unlocks the full power of his fusion at the time (what Goku was talking about) he was sure that he could beat Buu. Then Buu transforms (which Goku had no idea he was capable of) and becomes several folds stronger. Gotenks trains to beat him and fights him on an equal plane at SS3. Then, after many events, Buu is left without absorptions at a form that is massively weaker than 'Super' Buu. Now, consider this in retrospect- the original Majin Buu could have been killed by Goku at SS3 if he had the chi to do so. Gotenks is severalfold stronger once his training is done than SS3 Goku in his 'Super Gotenks' form. Now, all things mentioned, who wins by a long shot?

Gotenks since in SS3 he is stronger than Goku plus Gotenks could of had super buu (who is stronger than kid buu) but his fusion hour was up.

Gotenks wins by a mile!
