Pan:

Pan has the Saiyan blood in her. That gives her an advantage. And the guy Pan beat in the Budokia. Videl could beat him but not quite like that. There's more to a fight then strengh but I think the strengh gives Pan the victory right there.

Even at the end of DBZ, Videl had not quite mastered the Buku-jutsu technique like Pan did. I believe Pan could even fire energy attacks even as a baby. Plus Pan was half-saiyan. Yeah she'd win
