What is everyone's theory for how Boo was able to hold off a Genki Dama with the energy of Ultimate Gohan and every living human and Namekian in it? Freeza wasn't able to hold off a Genki Dama that was only a bit stronger than him, how could Kid Boo repel a Genki Dama with the energy of people many times stronger than him?

The best opinion I can come up with is that Goku was so exhausted when he threw the Genki Dama it affected the speed, plus Kid Boo was prepared to repel it... but again, Goku was exhausted when he threw the Genki Dama at Freeza and Freeza had his guard up when he saw it coming as well.

I've got the rest of the confusing parts in the Boo saga sussed out, but this one has me scratching me head. Any ideas for how this scene makes any sense would be greatly appreciated.

The factor that he was extremely exhausted was a critical factor as to why Gokuu wasn't able to force the Genki Dama down on the basically fresh Chibi Buu, whereas Furiiza had suffered a degree of damage from his fight with Gokuu. Furthermore, the Genki Dama that Gokuu used on Furiiza had the advantage of a significantly higher momentum due to having been launched from a higher altitude than the one used on Buu, and Gokuu himself wasn't as weak in comparison to Furiiza as he was in comparison to Buu.

kid buu had unlimited stamina though, and kept holding until goku's powers came back, kid buu was really powerful...

Well Gohan and everyone else didn't give their Full Power however it was enough to obliterate injure Kid Buu but if he gave a portion of his power it would add up alot of Chi or just simply the Spirit Bomb operates on a different scale like Darkprince said. Goku simply didn't have the strength to fire it.

Hm. Is it possible that Gohan didn't give his full energy because the energy of everybody/everything else combined with his full power would be too much for Goku to handle or something?

It seems that the genkai dama requires three types of energy to form and use. The first being the strength to summon and contain the bomb, an effort so taxing that not even King Kia, the creator of the technic, can proform.
The second energy is the energy gathered, depending on what is around to gather this can be a lot of power, or in the case of King Kia's world, a little. Also it seems that the range of what can be gathered depends on the first energy, in that if you have a lot to spare, you can gain more then if you have little.
The third energy is the energy it takes to throw the ball. Though essentally the same energy as the first, It is a seperate action, requiring a new round of energy, If you don't have any left after expending energy creating the ball, it is probable that one wouldn't be able to throw it at any givin speed. Now you may be saying that goku was just as exausted when he hit freeza with it, but remember then he was only gathering from the namekin solar system. The spiret bomb that he gathered for buu was energy taken from the earth, thousands, if not millions of light years away.
Goku was already ready to throw in the towle (something that had never happened to him) when Vegeta told him to use genkia dama. He wanted to wish gohan to the planet to take care of kid buu, but instead ended up using the last of his energy forming the spiret bomb. Unfortunatly it took a lot longer for the people of earth to comply then Goku thought and ended up expending more energy then he had planned in forming and maintaining the spiret bomb. Thus he just didn't have the strength to push the ball forward.
