1. Cell - From the way he was introduced as a metaphorical, sinister, warring threat of sorts to his return of form (post-explosion, SSj2), this, despite peeves of unoriginality, was a very good villain in my eyes.
2. Freeza - An omnipresent, omnipotent, ever-powerful tyrant and slumlord whose authoritative presence is even feared by the legendary combatants of the universe, only finally put through the ringer and ended by the return of the Super Saiyans of lore on an epic, dying planet? Sign me up. 3. Piccolo Daimao - The first Dragonball villain in earnest who finally imposed a threat upon the world that went beyond the villains before him. Anarchy, callousness, and what have you... he killed. Just to contort others with the notion of fear itself. And if Goku's Oozaru punch wasn't enough, Piccolo had to live on through the Junior we all know. 4. Tao Pai Pai - One of the first apathetic villains we see in Dragonball, who just looks at assasinating as "a job" of sorts, though I have to concede he went out rather quickly. 5. Dr. Gero - An megalomaniac whose intentions are never quite fulfilled nor sated, but who may be brazen but at least is intelligent enough to bring fruition to horrors like that of Cell and the Cyborgs, who managed to convert other timelines to utter chaotic wastelands. 6. Vegeta - He started out menacing and bordered on brilliant, but as the series went on, he just degenerated into an insipid record player, what with his ever-going-on grudges.... that made him full of clout IMO. 7. Boo - He was very good as "Shin Boo", his supple form (what with the mental absorbing the physical so cleanly and out of the blue, as it were), but otherwise... he's just too childish and a dolt in nature, and while this might have called back to Dragonball's earlier nature, it just didn't work seriously nor well in the context of Z Era for me.

1. Freeza - He just seemed so evil to me and he is what brought us our first look at Super Saiyin
2. Vegeta - I preferred him as a kind of on the edge good guy villain. He was a good guy but always seemed on the edge of giving into to evil intentions for power in order to surpass Goku 3. Fat Buu - He just made me laugh. He was fun to watch 4. Perfect Cell - He brought us Super Saiyin 2 Gohan. Plus I liked the idea of the Cell games.

List does not include Tien and Piccolo from DB...
1. Frieza: What is there to say, Frieza was epic. 2. Cell: This is Im/Semiperfect Cell. A very interesting character, and one that didn't just rely on brute power. 3. Fat Buu: Brilliant, a 'return to DB' as they say(Although I just recently realised I hate DB). Nearly took the 2nd place from Cell, I found Fat Buu to be a marvelous expression of the feelings of the author at that point in the series, and by far the high point of the Buu Saga. 4. Vegeta: The first of the Kaioken battles, I absolutely love flawed transformations and the battles they are deployed in. 5. Super Buu: Purely and simply because his battle with Gotenks was a high point of the series. I hated the villain Buu's aside from this. 6. Gero: I love characters that rely on stealth or skill not power. And the ki absorption device idea was truely marvelous. 7. #17: This guy truely spat in the face of the 'Legendary' Super Saiyan. I think its great that a mere human could reach this level of power. 8. Cell(Perfect): Perfect Cell was rather boring. Although he had his moments, I usually cannot stand regenerating villains. 9. Nappa: Typical hulking bastard that floors all the minor heros, only to be beaten by Goku in an instant. To be fair, its the fact that Recoombe did the exact same thing in the exact same way that drags Nappa down. 10. Mecha Frieza: Recurring villains GTFO. Edit: Looking back on this I think I was rather harsh. I just hated how Mecha Frieza simply came back to get spanked by Trunks. Way to fuck up the best villain of the series AT 11 tied. Chibi Buu: Lame. This villain had no redeeming qualities whatsoever, and brought my hatred of endless regeneration to new hights. 11 tied. Super Perfect Cell: Fuck, what can I say? The ever boring Perfect Cell kills Goku(he gets points for that) and then comes back stronger than ever for a 'dramatic' showdown with Gohan. Boring. I hate everything about the Cell games...
