Just like Gohan's quote about Goku & Vegeta fighting with power levels beyond Super Saiyan in the Buu saga. I believe that's the only quote in the Cell saga, though.

I believe he just referred to it as power level. They always referred to it as Combat power, Battle power, Power level, or Battle strength before they just said power or chi. Of course, this mainly on the namek saga.

But they don't sense an exact level, it just like an approximation. Like Goku isn't going to say " his powerlevel is 50,000" he is going to say "his powerlevel is huge".
