Saiyans IMO. Even if they were at a slight disadvantage with a human/namekian they always had the 10x Oozaru increase.

Cyborg enhancments can make anyone a god, Gero's seem to be the best, even out doing Freeza's scientists. Those could only be aquired if you knew gero... haha

Average Namekian: 1000 They where most likely 300+ besides the warriors whom where 3000
Average Saiyan: 1200? Saiayns learn ki naturally it may seem( or in programin in the saiyan pod), if they dont hit their head, thought they may be taugh after they go back to vegeta.Though an average saiyan is probably 500-1000
