Like I said, he was so obsessed with achieving perfection and it was pretty much in his grasp before Tien started blasting him, he just wanted to get to 18 ASAP.

The neo kikoho completely stopped any movemtn of cell enough for a 18 to escape with a very messed up 16. Also if he wasn't so restrained or in such a hurry he would have flew out of that hole like a demon out of hell and as mad as a hornet, thus killing tien.

The Tri Beam stalled Cell for so long because it was powerful enough to do so. Why? There is another thread for that.

It was basically to give Tien some shine time in my opinion. It showed that he could still be kind of relevant and at least help stall the main villain, although not strong enough to defeat him.

Would Tien w/ infinite stamina be able to kill Cell?

I don't think so. The attack didn't seem powerful enough to kill, just to hold him back. It is kind of like how Goku was able to grab onto the tail of Raditz. He had the upper hand, but no way to finish the battle.

With infinite stamina I don't think he could kill Cell but he could keep him stalled forever XD

I dunno, A stream that is flowing onto a large a rock will only push it or move it a little, but over time the the rock will crack and break down.

If tien had infinite life energy he could make a super powerful shinkikoho and annhilate cell, but with the idea of making each one as powerful as the ones he fire I would say a million would kill cell.
