Ok, I have two questions:

1) Was any mention made the the Z Fighters surpressing their power VS the Saibamen?

2) Is it possible the stated levels for Gohan, Krillin, and Piccolo are their actual levels, and using superior skill and ki control they defeated their opponents? (IE, 2x multipliers for energy attacks, being able to focus their power into their blows to increase damage?

Well, here's what I think:

1) This was never stated.

2) I don't think so. They read Piccolo at 1220 and Nappa was surprised that Tien thrashed the Cultiver, stating the data never showed Tien to be so powerful. They were also amazed at how Piccolo vaporized the Cultiver, and the way he did, means there was more then a difference in power, and not control of power. Vegeta also stated they could change their powers to be more effective during the battle. I think that was just their relaxed power levels.

Makes sense. Someone could realistically put the Z Fighters at like 1250-1400 couldn't they?

And is it possible that power level differences are based on set figures not multipliers? IE, 3900 VS 4000 is a 100 difference not a 1%(?) difference?

Yes, I agree.

I always considered that possible, since the guide has Piccolo at 3500 and Nappa at 4000 which makes it seem closer then the actual battle did. I don't know, the example you had in your post just seems awfully close. Also; after Vegeta stated Tien's power was greater then the scouter initially showed, Piccolo later stated Piccolo was the strongest on the planet.

So if can at least understand that Piccolo's initial 1220 level is slightly above Raditz, and Tien's power is way above Raditz, since he thrashed the Cultiver, who are stated to be equal with Raditz, then we know they can easily raise their power during battle.

Yeah, I think Piccolo, Krillin and Gohan weren't actually at the levels that were scouted. Piccolo killed the Saibamen with 2 moves and even then he told Gohan when Gohan was thanking Piccolo for saving him that he was just warming up. So yes I agree with Evil Vegeta
