The only thing that's stated, is that Goku is the first person to put dust on his body other then his parents. I don't know if he does or not, but that sounded like a childhood ass whooping to me.

Well dggone it. Maybe if King Cold didn'tfeel the urge to backhand his son now and again, Freiza would have turned out alright. I sense a Jerru Springer moment.

My honest opinion is that Freiza never got opponents strong enough to use that. I do't think he'd include his immediate family in that equation though- which would explain why his father wasn't surprised to find his son in a sleek, domed head, legless shape after Namek.

Plus, is the true form was his real one, it makes sense that, as he got stronger, he'd repress from the top form to the first one. Which may have been whe he got "dusted"
