As I place Chaoz at 1,100(Post-Kami Training), then it would be a even battle but the Sabiamen would turn out winning.
In my opinion there self destructs are close, but the Saibamenīs one is a tint stronger.

I'd say Chaioutzu could win by paralyzing the Saibamen.
The Self-Destruct I'd say the Saibamen.

Yamcha wasn't even stronger then the Cultivar, so I know Chaitzu would be kissing the floor against one himself.

Yamcha was a bit stronger.
But yeah, I doubt Chaozu had even reached 800 at this point.

I'd say that the Saibamen was stronger than Chaotzu, though Chaotzu would end up winning due to his psychokineses attacks and Chi usage.
Although the Saibamen was stronger than Chaotzu, I'd say Chaotzu's self destruct would be stronger. I consider Chaotzu's self destruct similar to Vegeta's during the Buu Saga, releasing all of his Chi until he explodes. I'd say the Saibamen's self destruct was closer to Cell's, a program/design that just detonates the user, not using their Chi to the full extent that Chaotzu/Vegeta did.
