Was transformed Zarbon equal/close to zenkai'd Vegeta or not?

To me, it seems that it could be both ways. Vegeta could've been toying with Zarbon and decided to hide his maximum power of 30,000 until the battle against Recoome, but then again, he did use a lot of cheap tactics, and the fight did seem pretty close in the beginning (from what I remember, anyway).

What do you think? Please explain your reasoning.

Vegeta himself stated that Zarbon transformed is stronger. He came up with the idea of suprise attack and thanks to throwing sand into Zarbon's eyes and a barrage of Ki blasts he managed to weaken Zarbon enough to fight with him (hand to hand) equally. Vegeta's last punch pierced through Zarbons body because Zarbon was already weakened.

I don't remember Vegeta ever stating something along the lines of Zarbon being stronger. All I remember is Vegeta picking a fight with Zarbon right away, and the fight began from there.

Vegeta stated that Zarbon would be "off-guard", and he would exploit that. Vegeta was stronger then Zarbon, but their powers were pretty close in my opinion.

It's possible that Vegeta was 30,000 against Zarbon, as well as he was against Reacoom. He just powered back down while trying to sense Gohan and Kuririn, since there's no sense in using your maximum power when you're not fighting.

Toriyama's whole purpose of that zenkai was to make him stronger than Zarbon. Albeit it wasn't by much, but Vegeta was indeed a bit stronger than him.

Zarbon was probably around 32,000. Vegeta was a bit stronger than him I think, around 35,000 or so. Vegeta knew Zarbon didn't know he was stronger than before, and he was going to exploit that and use it as an oppurtunity to launch a major assault on him, leaving him a lot weaker and vulnerable to strong attack. That's just what Vegeta did and that's just how Zarbon fell. They were close enough in power to where a good strategy would end the battle decisively.

No, the manga states near 30,000, so it is not exactly correct, it could be 29,700 or something but not 30,000 exact.
