What the hell are you on about? Vegeta(fight with Cream) was stated to be near 30,000 thatīs all... he could of been 29,800 and something..

I'd say yes. I believe the difference between the 2 was very minimal. Zarbon was off-guard and Vegeta threw sand in his eyes and took a cheapshot and that's it. So yes, I believe Zarbon was close to Vegeta.
