The only advantage training-wise that the saiyans have over the humans is zenkais. They can torture themselves to a near-death state and get huge increases. I believe Tien makes up for this with his efficient training methods. After all, he IS the one who discovered Tayoken, Kikoho, Shiyoken and Multi-form (don't know its japanese name). For a human that indicates that he's versatile. The only person who I believe that could prosper better than Tien UNDER THE SAME TRAINING CONDITIONS is Piccolo.

There is the kai o ken technique that make Goku progress further than others, and i imaging every DBZ can use ki in burst, but Goku theorically have the knowledge/resitant to go further than Vegeta, and that is what he thought Gohan in the Room of spirit and Time.

Humans are much weaker to put themselves in higher Burst of energy like the top tiers
