1. Half Saiyans
2. Full Blooded Saiyans
3. Quarter Saiyans
4. Humans

Half Saiyans have the most potential. For some reason the right mix of Human blood makes them stronger than Full Blooded Saiyans, and makes it easier form them to transform into Super Saiyans. Pan, however is quarter Saiyan, her Saiyan blood as someone said is diluted with too much human blood. So in this case it doesn't really matter who her father is, I think she has far less potential then the four half Saiyans.

No, not the strongest I do believe Pan could be quite powerful but not Gohan's level since I think it might be stated that 1/4 Saiyans can't go SSJ in the Deizenshuu. However the whole thing about "Girls can't beat guys" this is fiction. I mean can Goten & Trunks seriously become that powerful or what about Gohan? They're Kids and they're on-par with the toughest fighters on the face of the earth. So yeah she'd be strong but not the strongest.
