Why would that even be near what she shoulda coulda been?
This dillution thing is a bit of a flimsy argument, given that this is a fictional world where I've always thought an underlying motto has been, never assume you know how powerful someone will be based on your own analysis or jugement.
I agree with the OP's theory.

At the end of Dragonball Z she didn't even defeat a regular fighter with one kick. I doubt she was at 40. Then in GT, 10 years later, she seemed to be not interested in fighting. She was more interested in dating.

She was still a keen fighter. She didn't end up like Goten thank goodness.
I think that the question is a what if and also a questioning of why she wasn't already more powerful than depicted given her lineage.

The hell?

Pan was concieved after Chou Gohan's latent power up. Goten and Trunks (at 7) were stronger than humans could reach after a lifetime of training. Also they could go Super Saiyan easily because Goku and Vegeta concieved them after their Ssj unlocking. It's in the Saiyan genes.

She gets zenkais every time a blow is inflicted upon her, because she's part Saiyan. If all the other Saiyans can, she can too. She doesn't get special status.

People who are putting her weaker than Raditz either hate females, hate small children, or aren't taking Dragonball seriously.

Okay let's say what your saying is true. Trunks was born when Vegeta was not a SSJ right? Goten was born when Goku was a Super Saiyan and on his way to becoming a MSSJ. That means Goten would be incredibly stronger than Trunks right?

Its debatable as to if Vegeta was SSJ capable when trunks was born. However, Goku was MSSJ capable when Goten was concieved, so yes he should be well above Trunks.

Goten and Trunks were both born after their fathers had turned Ssj. Vegeta turned Ssj during his training before the Android arrival, where he started a relationship with Bulma. Sometime after, they had Trunks. Bulma had Trunks with her when the Z fighters reformed later to take on the Androids.

And yeah, I'd say Goten is stronger than Trunks IMO, but we can't be sure of the exact point where Goku and Chichi concieved Goten.

I'm fairly sure its stated somewhere he was concieved in the week before the Cell games.

Aren't both of them MSSJ though?
