Goku (Namek Super Saiyan) - Kameha
Goku (Namek) - Spirit Bomb

and

Goku (Super Saiyan 3) - Kameha
Goku (Kaio planet) - Spirit Bomb

The Spirit Bomb doesn't have a "Set" power upgrade. However if enough people give their power then it's the best attack.

I'm of a similar school of thought: I agree with this. It's dependent upon strength, attitude, conversion, and elements of chi. No technique is necessarily squandered, it just depends upon how it's used and justified. The Kamehameha and the Genki Dama are lucidly different beats, but they're only as complex as they're made out as they're simple elements made into more complex attacks (the Kamehameha can be done on impulses while the Genki Dama cannot, apparently, but in that way the impulses can be converted into better purposes on all accounts), and I think going for equalization of attacks is better than any one attack.

That aside, I'd say that The Genki Dama may ultimately prove more potent - despite its prolonged generation (that's rather base), when enough chi was gathered and when it was powerful enough to surpass the opponent by an insurmountable amount (while still exceeding the circumference of the opponent and the surrounding vicinity... I think that's something Son Goku forgot of when he used it again and again, up until the last portion of the Boo Saga Arc), it was powerful enough to do Vegeta in acridly, to leave Freeza at 50% with a stump at his bleeding tail and a visibily damaged eye, and to completely deal away with the original Boo. The Super Kamehameha (an overcharged Kamehameha) was powerful when used at the 23rd Budokai by Son Goku in his beam duel with Piccolo Junior - and was good against Raditz - but only just that, not so effectual that it won the battle. I'm not saying the Kamehameha is a disdainful attack... it's rather powerful and it depends upon the extension of its usage and prepping.

But in a terms of sheer power, I see the Genki Dama as a better recourse in the long term.
