Eyesight and Hearing

So in many cases in Dragonball Z, the characters are able to see and hear what's going on in places much further away and through obstacles. Piccolo watching Majin Buu living with Hercule, Cell being able to hear Gohan talking to Goku during the Kamehameha (through a gigantic roaring Kamehameha as well), the Z warriors being able to see Goku's ship coming to earth (trunks saga) long before it's actually visible.

What makes them able to improve their hearing and sight so much?

I think its telepathy/'seeing' ki by feeling.

Piccolo had Kami within him, so that's probably why he could see everything from the lookout. Cell had Piccolo's cells, so that's probably why he could hear Gohan. When Goku was arriving, Gohan said he felt his chi, and everyone else did as well. So they really didn't see the ship from far away.

Yeah that is why he disappeared during Bebi arc since he heard Bebi talking about its plans.

That was a dub line, and considering how the original line went, it's quite inaccurate. Pikkoro simply commented that he overheard Gokuu's conversation with Kaiou-sama, which could be attributed to a more telepathic "overhearing" than one solely by sound.

I assume the higher your power level, the more elevated your senses become.

In the very first book of DB, Bulma commented on how Goku could see Roshi on top of the turtle from so far away, while she couldn't.

I think that's more to do with Goku having sharper senses in general; remember how good his sense of smell was.
