As a SSJ3, why doesn't the user have any eyebrow's?

Because the form gets rid of them.

There is a theory that the higher the user takes the Super Saiyan state the more feral they become. A high, sloping forehead shows that.

There's no explanation really I guess the closest thing we have is the theory offered above, but it's really not meant to have an explanation since it is just what Akira wanted to signify that the character is in that state.

Well no but I'm saying it's one of the Minor features of the Transformation. Of Course the Hair would be more noticable though.

Super Saiyan 3 Goku was created by influence from Triple H. That's why he looks that way.

I normally go by Madness' theory actually, that they become more primitive in appearance the higher up they go. A hypothetical Super Saiyan 4 would probably have longer, stiffer Ssj3 hair with way more strands, probably a hunchback, probably has a forehead that sticks out past it's nose.
