Well Vegeta said that if SSJ3 Goku could use his full power, he would be able to defeat Kid Buu.

After the SSJ3 Goku vs. Fat Buu fight, Piccolo asked Goku if he could beat Buu if he kept going. Goku replied by saying no.

Well, don't forget that Goku stated he could've wiped Majin Buu out before the battle with Kid Buu. Even though I believe Majin Buu is more powerful then Kid Buu, that what Goku said later.

I think that Chibi Buu is equal to Evil Buu. Why?

Chibi Buu is half of Buu (not in power, but in being), just like Evil Buu.

After fighting Chibi Buu, Majin Buu became battered, just like with Evil Buu.

Chibi Buu is basically unscathed after the fight, just like Evil Buu.

Besides, it's even stated that Good Buu stood little chance against Evil Buu. Little chance means little chance. Leading me to believe that the difference between Evil Buu and Good Buu is the same as the difference between Chibi Buu and Good Buu. Making Evil Buu equal to Chibi Buu.

EDIT: Notice how Fat Buu was very happy when he fought Super Sayajin 3 Goku. Fat Buu's power increases when he gets mad, so when Goku fought Fat Buu, Fat Buu wasn't using his full power. While Goku was.

Actually no, at first he said he wasn't sure, then he said he was sure. That's how it works in fictionnal works. The author states the facts through dialogues or actions. He can make a first statement and if it's later contradicted, it means the first statement isn't true because it was contradicted later. Thus, the very last statement is the accurate one.

I actually believe Kid Buu is weaker than Evil Buu. Good Buu was actually doing quite well against Kid Buu for awhile until he got worn out. Good Buu couldn't even lay a punch of Evil Buu though.
