Even if Vegeta was going to step in, he still could've went to SSJ2, or Goku for that matter.

We don't know if Goku was at full-power, but since he quickly unleased a burst of power from his SSJ2 form, it's very likely he was at full-power, or close to it.

Increasing/decreasing multiplier. MSSJ and "Super Vegeta" forms prove that you can improve upon the SSJ transformation in giant leaps. Why not in small steps as well?

That's nothing more than a mere theory, it isn't even stated the SSJ transformation runs on multipliers. And even if that were the case, wouldn't Goku have an equal, if not higher, multiplier than Vegeta? It's not even stated Vegeta mastered the SSJ state.

I just said it in response to Chibi Gohan's disbelief that the same form could be different strengths. It's not impossible. And yes, I said Goku would have a higher multiplier.
