Well like has been said before in this topic, he was likely vapourised by the battle going on. Any remains would've been destroyed. Besides, his motherboard was dead; he was gone.

In the manga we do not see Android 17 again, but does it say he is alive again?

But perhaps it was out of shenlong's abilities to bring 16 back.

No, #16 is a fully robotic type. Pure nuts and bolts. #17, #18 and #20 are cyborgs (i.e. humans with mechanical upgrades). Read the title page for chapter 367 (reprinted in the American Shonen Jump as "Android ABC"):

Note that in the Japanese version of this page (chapter 367's title page, which I was too lazy to translate myself), it instead says, regarding #17 and #18: (The base is human)

#20 (Gero), on the other hand, is labeled as: (A human plus machine parts)

VIZ just scrapped those terms and called all three "cyborgs," which doesn't make much of a difference. But #20 is more of an android with a human brain, than a human with mechanical implants, hence the distinction.

Probably the gentleness factor.

Interesting that Eighter wasn't a full mech. I'd always assumed he was.

It took cells from King Cold...you'd wonder if it would of made difference whether Colds cells were used or not <_<

Yeah, it's pretty cool. It's the only time Toriyama ever drew Dr. Gero as a full human. And it says that #13, #14 and #15 were close to the final product. Remember how those three ended up in one of the movies? :D

And Toriyama even designed them (see: Daizenshuu 6).

Also, for what it's worth, chapter 367's title page (the one that talks about all of Dr. Gero's creations in detail) doesn't explicitly label #8 as a fully robotic type. Although, it doesn't explicitly say that he's a cyborg, either (unlike the sections for #17, 18 and #20). :D
