Lord Demon King Piccolo

He's the first one to actually challenge goku and the others.

He kills Muten Roshi, chaozu,kurrin, and countless others in his quest of world domination. He is also the only canon bad guy to use the dragonballs.

King Piccolo is also the first true bad guy and sets the mood and seriousness and action for dragonball Z.

Besides all of this he becomes piccolo jr, and is kami's other half.

Piccolo jr as we all know plays a major role in dbz.

Freeza is over rated and android 18 just follows 17.
