He clearly underestimated Buu. He really thought SSJ was enough anyway, so why waste SSJ2 when he thinks he can win as a SSJ?

He didn't use SSJ2 because it was the level in between him being "Not so serious" and "Serious". Once he got serious, he went SSJ3 since that's his most powerful form.

He only knew SSJ wasn't enough after a few attempts at killing Buu and failing miserably. All he wanted to do after that was scare Piccolo. Again, no need for SSJ2 in that situation.

He even said that he "Had" to use SSJ3 to get out of ROSAT so I guess he didn't think SSJ2 would be enough. Besides, why waste time when he can just be in his strongest form which is much more likely to get out?

Because Gotenks was cocky. He thought if base wasn't enough, SSJ would beat Buu for sure (And it's confirmed that was the way he was thinking.)

The situation where he went SSJ3 was completely different because he wasn't fighting Buu when he first transformed and thought he would need it to escape ROSAT.

Do you think Gotenks would try to "Drag out" escaping from ROSAT or something? :/

Its more dramatic to be losing in base first, then use SS as a "failed attempt" and then not overdue it with another failed attempt, SS2, and just skip it strait into SS3.

SS2 wouldn't be strong enough and he'd be overdoing the "failed attempt" dramatic effect. He needed to get from the "failed attempt" effect to the "beat him at the last second" effect before he overdid it, so strait to the form that will win, SS3.

Except that Super Saiyan 2 is explicitely called Ascended Super Saiyan. It's different.
