See that's the thing , it's all up to you to decide I guess.
Gero had the spy bots that would take samples of dna for the cell project and they spyed on him to know all his abilites but they didn't know he could become a super saiyan, even thought he became a supersaiyan agaisnt trunks. So the bots where not there? wrong because cell said the bots could have taken cells form trunks but did not because they had enough saiyan samples. Then think about it cell says this but the time he is from argg I think AT confused himself and everyone. plot hole? But anyways He saw the fight up until vegeta in his data banks for sure, so whatever level you beleive goku is with kaioken then yes I guess he would put that into his data. |

Cell was referring to the Trunks of his time, not the Trunks we see against Freeza.

He would interpret it as Goku simply increasing to his maximum power, would he not?
Edit: Doesn't he talk about Trunks, and it shows a picture of Future Trunks? I think he was referring to taking DNA from people when Frieza and KC came to earth

Cell is from the timeline where Goku used teleport to go against Freeza & Cold. He's referring to that point, because he was in his little larva form when Trunks battled Freeza.
