How come #16 survive the blast ? He was near Cell and he is shown yelling when Vegeta lauch the attack.

He moved out of the way. Vegeta aimed for Cell specifically and made it so it didn't blow the planet up too and directed it.

p.s: You did the youtube thing wrong I think. Post the bit of the URL that comes after the = sign.

Android 16 didn't take the attack, Vegeta focused the blast ONLY on Cell. So really that's the reason.

Anyway, the Final Flash missed 16. I don't see how this is a question. Hell, it missed most of Cell so 16 wouldn't have been a problem.
