Theres no time stated between the words. I can see that statement being said very quickly if his power was increasing that fast. Keep in mind, that Kaoken is suppost to increase your power for a split second(or a heartbeat or whatever)

The split second is for the actual duration that you are at that full power, not the time it takes for you to raise your power with it. Remember, Gokuu took a rather long amount of time to raise his battle power up to 180,000 using the regular Kaiou-ken during his confrontation with Ginyu. If it was truly only a split second or a heart beat, then there'd be no time to read off his battle power at all (in both Bulma's case and in Ginyu's case), but we see that how it actually happens is contrary to that notion.

There's nothing that implies Goku's kaio-ken was significantly long against Ginyu, except the anime, of course, but that's as good as nothing.

It was longer then a usual Kaioken power increase, because Goku even tell's Ginyu it's nothin compared to his Kaioken in bursts. So it was pretty much sustained longer then it should be.

USSJed, Bulma's scouter is seen going up to 21,000 then exploding, followed by it switching back to Gokuu powering up just a bit more then attacking. Judging by the pace that he was depicted powering up (according to Bulma reading out the numbers), he wouldn't have left the 30,000 range.
