The reason that Gohan was so strong when his dormant ki was unleashed was because of the fact that he had so much of it that he consciously couldn't use.

Cell, although strong, doesn't seem to have any abnormal reserve of dormant ki, otherwise it would've come out when he became infuriated because he was losing to Gohan.

Gohan and Goku are basically the only two people in the series shown with an unusually large reserve of untapped ki. Goku tapped into a reserve when he was battling Freeza, I guess you could call "Super Saiyan" a result of this reserve. Also, if it is canon, a clue to this "hidden reserve" of Goku's is what he stated about his Super Saiyan transformation; he stated that at first it had been a spontaneous occurrance, meaning that he couldn't become a Super Saiyan whenever he wanted to, it just happened.

Both Goku and Gohan's reserves only showed when they knew subconciously that they had no other choice but to tap into it. This never happened with Cell, even when he became furious at Gohan, therefore he most likely didn't even have a reserve like Goku or Gohan, or even Vegeta. So even if he was to have his dormant ki unleashed, I don't think that he would become much stronger than he already was in his perfect form. Cell only ascended to "Super Perfect" because of the fact that he had recieved a zenkai, which isn't the same thing as being forced to use dormant ki.

What i meant by question 1 is that no one would help him be "Ultimate Cell" like Old Kaio-shin did.

Question 3-I believe that he would have gotten more power,such as absorbing humans.

Well in Cell's case I think he'd get the equivalent power up if he were to train really hard (Like Goku & Gohan did in the ROSAT) to the point where he would have to rest for a week in order to be able to start training again. I'd guess him to be around SSJ Gotenks. I wouldn't place him much higher than that.

Isn't Cell an artifical being? With that I think it's illogical to assume he has an hidden potential. Just think for a minute, he grows stronger only by absorbing characters, it seems training doesn't make him stronger. It's not like hidden potentail was something in the DNA, it's more of a spiritual thing since Elder Kaioshin unlocked Gohan's by using magic. I don't think it's possible for Cell, after all, he has their genetic code but not their mind/spirit or instincts. Full potential is something that isn't part of the DNA. With that said, I don't think Cell has any potential.

Actually 17, 18 and Cell are all made out of cells, enhanced by nanotechnology. They're not like Gero who put his brain into a machine.

Yes, but people don't understand that Rou Dai Kaioshin simply unlocks ki reserves that already exist, therefor the potential for raw power has nothing to do with this. Gohan had his ki reserve unlocked. You can't have a ki reserve unlocked if you don't have one to begin with, which Cell doesn't seem to have one at all.

Cell is purely biological, while 17 and 18 were originally humans who were made into cyborgs (fitted with mechanical elements). As opposed to 17 and 18, Cell has no mechanical components.

Sorry for ignoring you Gad, but people don't understand that "potential" and "ki reserve" aren't the same thing, and "potential" isn't what Rou Dai Kaioshin unlocked in Gohan. Rou Dai Kaioshin's ritual unlocks a ki reserve that already exist in someone's body, his ritual doesn't unlock the potential to become stronger.

The question was if Cell had his "potential" (as I've already explained, what people have inappropriately come to call what actually is a "ki reserve") unlocked by Rou Dai Kaioshin, would he be the strongest?

I say no, because there is no evidence that he had a ki reserve in the first place. Cell has never shown signs of having some hidden ki reserve to be unlocked like Goku or Gohan.
