It holds true for Yajirobe. Even though Goku has longer hair, Gohan showed that the "not training" multiplier was bigger than the "hair" multiplier and therefore Yajirobe is the strongest character in the Z-verse.

I'd have to say Goku or Vegeta, and also Gohan as a kid.. Honestly, I'd say Vegeta is a more likely answer for this type of question, not Goku.. Most people prefer Vegeta over Goku just because he has character development like Gohan, whereas Goku doesn't change much but is just totally awesome..

Much better. And yeah, Kid Gohan is frikken awesome. He is almost as bad as Goku post Frieza, and in the Buu arc Gohan is serious competition for Goku as king of the ******s.
