Ok, I thought I would try something new, rather than my usual Set Multiplier or Additive Theory lists. So here it is, my precious new creation. A mixture of three, some of which might be making their debut appearances on this thread, and some of which have probably been brought up and shot down long ago...

Increasing Multiplier Theory
The idea that through training, a Saiyan can increase the multiplier of their Super Saiyan transformation. Makes sense doesnt it?
Minimal Increase Theory
The idea that regular training, and even fairly hard training, does not increase your power level by much. By this theory, once you reach the higher levels, your base power level increase will slow to a miserable crawl unless you A) Use a gravity chamber with insane gravity B) Recieve a Zenkai or C) Train under a legendary master.
Super Namek Theory
Now don't laugh, this theory entails that if a Super Saiyan is a multiplier, then why not Super Namek? So what if there is no physical difference, give a Super Saiyan a hat and they look almost indentical to a normal Saiyan as well. Perhaps a Super Namekian's crotch starts glowing?

Androids Tech Level
Androids do not have Power Levels. Only living creatures have Spiritual Energy, which seems to be what Power Level is based on. Cyborgs #17 and #18 do have power levels. For non biological entities, I have provided a Power Level equivalance for the entities Power, Armour, and Speed.

Revenge of Mecha Frieza

Mecha Frieza: 145,000,000
-Natural maximum of 120,000,000 increased by 25,000,000 by his new Cybernetic implants.

King Cold: 115,000,000
King Cold is most likely weaker than Frieza. However, take a look at this one

-Having experianced his first transformation over a year ago, I assume that Trunks has managed a fair mastery over the form, and so can be expected to extract more power than a first time transformee.

-Having experianced his first transformation over a year ago, I assume that Goku has managed a decent mastery over the form, and so can be expected to extract more power than a first time transformee.



Android Saga

Goku

-Although Goku's training did not increase his base form by much, he did manage to improve on his Super Saiyan form.

-Having experianced his first transformation some time ago, I assume that Vegeta has managed a decent mastery over the form, and so can be expected to extract more power than a first time transformee. Unlike Goku, Vegeta trained in x300 gravity, resulting in a much higher increase to his base form. However, he has only aquired a slight mastery of the Super Saiyan form.

-Between hiding from Androids, and the daily struggle to find food and fuel(for electricity, for themselves and to charge the time machine) amongst the rubble, I don't think Trunks trained very much...

Armour: 170,000,000 equivalence
Speed: 130,000,000 equivalence
-Android #19 is tough enough to survive hits from Goku. But does not seem to possess noteworthy power or speed. Unlike Dr Gero, #19 was built as a Combat model.

Android #20/Dr Gero
Power: 130,000,000 equivalence
Armour: 100,000,000 equivalence
Speed: 140,000,000 equivalence
-In contrast to Android #19, Dr Gero is not built as a straight combat model. His emphasis seems to be stealth and speed. He is particularily fragile, as shown by Piccolo cutting through his arm with ease.

Android #18: 270,000,000
-Natural Maximum of 5, increased to 270,000,000 by Cybernetic Implants, most notable of these being a "Power Core" or "Eternal Energy Furnace" as my Fanslation so lovingly calls it. I believe this "Power Core" to be Nuclear level or higher, and provides 170,000,000 of #17's Power Level, while the rest is due to the other Cybernetic enhancements.

Android #17: 300,000,000
-Natural Maximum of 5, increased to 300,000,000 by Cybernetic Implants, most notable of these being a "Power Core" or "Eternal Energy Furnace" as my Fanslation so lovingly calls it. I believe this "Power Core" to be Nuclear level or higher, and provides 200,000,000 of #18's Power Level, while the rest is due to the other Cybernetic enhancements.

Kamiccolo

-Fusing with Kami increased Piccolo's base power, and Super Namek Multiplier

Imperfect Cell:275,000,000
Second Appearance:330,000,000
-Normal Maximum of 275,000,000. Increased power level by 55,000,000 by absorbing 5,500,000 Humans at +10 Power Level per human. This takes into account the fact that Cell absorbed the entire body of his victims.

Android #16:
Power: 340,000,000 equivalence
Armour: 320,000,000 equivalence
Speed: 310,000,000 equivalence
-Android #16 is a all round Superior Combat Machine when compared to Android #19. The fatal flaw of this model, is that it's AI is peaceful, and will not obey commands to engage an enermy. Android #16 will fight if it deems the cause worthwhile.

Semiperfect Cell:450,000,000
-Normal Maximum of 275,000,000. Increased by absorbing Humans, and then increased by 200,000,000 by the ingestion of Android #17's Power Core. He is not using full power at the moment.
Full Power:530,000,000
-When Semiperfect Cell taps into the full power of his new Power Core.



Vegeta
Base: 7,000,000
-As Vegeta trained in the CoSaT, minor injuries occured to his body from a combination of the harsh training, sparring with Trunks, and the stress of his new form. As a result, he got a sort of limited Zenkai.
