Because it's not within the realm of possibility, and it's even more outrageous than the huge Tri Beam multiplier. It's more likely that a single attack has multiplied its power by tens of thousands, than Tien himself to have multiplied his power by hundreds of thousands.

Piccolo went from having a power level of over a million to having power comparable to a Super Saiyan in 3 years. But Tenshinhan somehow can't even hit a million?

How is "he's not even a Super Saiyan" saying that Piccolo is as strong as one?

"That woman has so much back hair....and she's not even a wild boar!" Does that mean she's actually not human, but really a pig in disguise?

Not that an outburst from Krillin means anything, anyway.

And I'm pretty sure Tien's not a Namek, in the first place. Namek are across-the-board superior to Earthlings. Shown in every single arc.

I never said he was "as strong as one," but he was damn near one in strength. Well over 100,000,000, I'd say.

In your example, for instance, the person is surprised that the woman isn't a wild boar, because she's so damn hairy. In Kuririn's case, he's surprised that Piccolo's not one of the Super Saiyans (not that he literally expects Piccolo to sprout golden hair :D), because he's so damn strong.

Keep on-topic, fellow posters. This is about "Gohan" - not about Tenshinhan.

And so as to continue the subject of discussion that is "potential" - which has ties with Ultimate Gohan - latent power is rather divergent from latent potential, as power is the roof that is lain untapped in a combatant's body, whereas potential is the capacity to tap into said power. Freeza did muse way back when that Saiyans have no roof, but Goku's open concedings at the end of the Boo Saga Arc say differently.

And yes, the ritual of Rou Kaioshin was a permanent power-up - TOEI, as furtive as they were, quite rudimentarily, didn't get this right on any account (something I'm not sure was a reaction so much as it was a strategy on behalf of them).
