Vegeta was making claims that both him and Goku were both currently (Begining of Buu arc) stronger than Gohan since he'd been weakened. Vegeta still has knowledge that Gohan is a SSJ2, and I have to doubt he was dumb enough to think that a MSSJ could ever surpass SSJ2.

Under normal circumstances, they can't surpass SSj2, but people often forget that both Gotenks and Vegetto both outclassed SSj3 Goku in their basic SSj forms.

I'm just being anal.

However, that point that you made actually proves that he could go SSj2 before the Bobbidi possession. Before he's even possessed, he states to Goku that both of them were stronger than Gohan, of which whom he knew was an SSj2.

There's plenty of evidence to suggest he did. There's this one quote which is said right after Goku beat Yakkon said by Vegeta: "Hmm, so Kakorot has Passed the Super Saiyan Wall too." Also he transformed into a SSJ2 without Babidi's help later on against Kid Buu so that tells me that he definatly was a SSJ2 before then.

Theres no concrete evidence that he can, but there is some evidence to suggest he can and none(or much less) to suggest he can't.

It depends, if once Goku turned SSJ on Namek he could just transform *clicks fingers* like that then there is less evidence to support it. But if once he turned SSJ it became much easier to transform but still not *clicks fingers* like that until he learned the transformation to a greater degree, then there is every reason to believe that Vegeta could turn SSJ2 pre majin

Actually I just found out, apparantly Goku tells Future Trunks he could not just turn SSJ at will to begin with, but needed to work on the transformation for awhile first.

With that in mind, the fact that Vegeta just turned SSJ2 with ease against Kid Buu, leads me to believe that it was not his 2nd time as SSJ2 (as you would expect if Majin was his first time) but rather he had used the transformation enough to be at least moderately proficient in using it.
