Actually, Mr Buu was already ripped off from Chibi Buu so he didn't provide any power. When he was detached from Shin Buu, Shin Buu did lost power, but as Chibi Buu, Mr Buu had already stopped giving him his strength.

You mean when they took Gohan and Co out of Buu they accidentally left fat buu inside him except he was detached and not giving any power?

Exactly, he wasn't his power stopped having an influence, that's why Shin Buu reverted to Chibi Buu, it was because Mr Buu stopped powering him up.

He did somehow influence his personality, though. Remember when he couldn't hit Mr. Satan and had to cough Mr. Boo out?

Yeah I know that, he still had some kind of influence in him even if Mr Buu was disconnected, but Mr Buu didn't make Chibi Buu stronger.
