I always thought Piccolo was stronger than 17 because he said something like your quick but your punches aren't much. The fight was only even because 17 doesn't lose energy or stamina.

Meaning he wasn't using all of his power when he hit Piccolo.

I would put Piccolo a bit stronger than 17. And 16 a bit stronger than Cell.
But in a fight Piccolo vs 17. 17 win.
and 16 vs Cell. Cell win.

17 and Piccolo were stated to be equal but that was when Piccolo had Weights on so in terms of Raw Power I'd say Piccolo is just a tiny but stronger but 17 wins because, of the infinite energy.

No, it was said in the middle (and once at the end) of their fight. Piccolo took his weights off before him and #17 even touched each other.

And this is before #17 gets serious, so #17 is probably a bit stronger.

Gohan, can I ask another favor?

I always wondered if it was an error, but you know the part where Piccolo blasts Cell, and Android #16 tell's them about the two powers that are battling? Could you tell me what it says in the original? Android #16 said that one of the powers rivaled both of the Androids, and that seemed odd.

I still find that quote odd, though. If #17 is more powerful then #18, that shouldn't be. But, he could just mean in the same power range.

That's what I think. All we know is that "#17 is higher in power than #18." It could be by a small enough difference that #16 can easily group their powers together.

Even still, is Android #16 measuring Piccolo's current power, or his maximum? The two were about equal in the battle, and you did post the quote of #17 sayin "he'll get more serious"; but does he actually power-up to do that, or he just raises his effort?

His weights take off 1.25x his power (322/408 = 1.267), meaning he couldn't power up to his max. Besides, 16 may be able to read hidden power.

However, as he'd just fused, they could be ineffective as he's stronger they'd appear to weigh less.

But his weights were still effective after assimilating Nail and that was a much bigger increase... so complex.

After thinking for a bit, I think Piccolo might be slightly ahead of 17. Remember he nuked the island they were on the spammed all those Chi blasts at 17 before they started fighting seriously and evenly. That must have taken a little out of him. Plus, when they were even in hand-to-hand combat, Piccolo was sweating and straining, like he was already tired when they were even in strength. So I'm starting to think Piccolo >= 17, though I wouldn't put the gap more than 1.03x.
