Not by full intents and means. What we see in the Manga is what can be considered canon and valid (I'm not trying to frivolously berate anyone, as I'm sure you and many others know this) - what Toriyama-sensei makes the inclusion of. Yes, backdrops and backstory are certainly alluded to, but basing assumption on making what is left unsaid or unexplored valid isn't the best recourse in my eyes. Something perhaps somewhat along the nature of what the anime showed for Burdock's backstory perhaps transpired in the Manga - but while Toriyama immensely enjoyed it, what is seen in the Manga (Toriyama-sensei's incorporation or version, rather, of a select portion of the Burdock Movie, and not necessarily the thing as a whole) is just that and not necessarily anything more just due to having similar elements from the anime.

But to requite the topic of discussion, yes, about 30 years sounds right.
