I dont think it was so casual. First of all he hinted that he'll be able to beat Super Buu if he appears again, so he must have intended to go through serious training. Secondly in the beginning of DBZ Piccolo was surely training like a madman to beat Goku and we know that Goku was still stronger than him, indicating that Goku was seriously training as well, even though there was no indication that he was training seriously, since he was shown to be dedicated to his family...

If memory serves, the manga went a little like this

Vegeta: "Hey Kakarot Dog, even though I be trainin mo than yo, yo mo fli dan I!"

Goku :"I do say Vegeta my old friend, it seems you did indeed train harder than I did"

Vegeta :"Word bitch, but ma coke addick-shon has made it so yo potential iz higher dan mine"

* I believe that Piccolo trained the most intensely because he seemed to get very close to Goku's power (according to Raditz's scouter) and Goku probably spent a lot of time with Gohan plus even Master Roshi thought that it seemed Goku was a little weaker than in the tournament. Since Piccolo had nothing to do but train he must have gotten stronger.

1 year of peace before Trunks/KingCold/Frieza show up.
Goku: 5 *Hardest
Vegeta: 4

Alright, this is about the fifth time that I’ve seen this and it is really starting to bug me. All of the people on this list are true warriors no matter what their power levels are and trained all throughout their childhood. Training and fighting is in their blood so there is no way that any of them would go as much as even a year without some sort of training, which means that none of them should be getting 0’s. That's just my opinion, take it as you will.
