To me it's by far the most plausable explanation as it explains things like this:

Piccolo controls when he regenarates; he was standing infront of Cell (the first time they met, after Piccolo's sync with Kami) with a half blown-off arm for a good few pannels showing there not spontaneous, nor is Cells. They both choose when to regenerate themselves. |

That pure speculation. You simply don't know. Obliterated or not, your telling mt not a single thread of them survived, unlikely as Perfect managed to survive his own explosion to become Perfect Cell with a tiny thread of a cell.

I noticed that they couldn't regenerate a while ago.
Cell Jrs may look like Cell, but they seem to only have his basic abilities and techniques. They don't even have tails for consuming organic matter.

I honestly think they should have been able to. The fact that they couldn't is just a plot hole.
Gohan obliterated the cell jrs with punches and kicks an not Ki Blasts... so it's not like he was destroying every cell in the body. Also attacking this "nucleus cell" is wrong. Every cell contained information to regenerate cell to perfect form and then some. Don't forget Cell blew himself up and came back using just one of his cells.

Yeah but thats even more of a plot hole, as when Cell blew himself up your telling me the explosion destroyed all of his cells except one? No, it would be like Kid Buu, when he exploded a few cells were left thus it would create 5-7 Cells. As Piccolo's regeneration doesn't absorb he Cell around him to reform his original self like he Majin Buus. Cell's Super Perfect regeneration is another plot hole.

Well the point of me stating that Cell used a single cell after self destruction was to prove that their is no "Nucleus Cell" that controls them all. If piccolo loses his head he dies and obviously can't regenerate. However cell can lose his head.
But I agree it is another plot hole.
