I could lower Super Buu but then he would be too close to SSJ3 Goku and Kid Buu.

I dont want to put Base Vegeta in the billions, as I dont think he is that strong. I dont think Base Goku or Vegeta are anywhere near Semi Perfect Cell, who is the first too crack the 1 bil mark.

Well no actually. Piccolo knew it was their best chance, as SSJ Gotenks was (as far as he knew) the most powerful person that they had. SSJ Gotenks far outstripped SSJ3 Goku, and Piccolo knew that. He knew their best chance was with SSJ Gotenks.

I do not concur, SSJ3 Gotenks far surpasses SSJ3 Goku, but not SSJ.

But like I said, I dont believe Base Gotenks is anywhere in a SSJ2's league.
